Tarsnap is now available in Canada

Hi all,

As the subject line says, Tarsnap is now available in Canada.  I was
hoping to announce this on July 1st -- Canada Day -- but I ended up
being rather busy last weekend.

During the account-creation process, people who click "I am a resident
of Canada" will be asked to provide their name and mailing address; I
need these in order to comply with GST/HST regulations.
