Tarsnap "balance amnesty" ending

Hi everyone,

For the past 3 months, Tarsnap has been operating with a form of "balance
amnesty" -- contrary to normal practice, I have not been deleting accounts
which run out of money to pay the usage fees, unless I get a reply saying
that an account (and its stored data) is no longer needed.

I put this new policy into place due to the disruptions caused by the rapid
spread of COVID-19: I knew that at the time there were many people who were
suddenly confronted by lockdowns, working remotely, sudden unemployment,
and many other disruptions, and I didn't want to delete data simply because
someone was too distracted by events to notice a few emails.

This policy is now ending, and as such I'll be resuming deletion of overdue
accounts in the coming weeks.  While the pandemic is very much still in
progress, I think at this point people have figured out how to handle it.
