The partial archives should show up after they have been committed -- in the
case of an archive interrupted due to a network outage, this will only happen
the next time you run 'tarsnap -c', 'tarsnap -d', or (in tarsnap 1.0.27 and
later) 'tarsnap --recover'.

Try running
# tarsnap --recover
# tarsnap --list-archives
and you should see an archive named "<something>.part".
