Right now there are no concrete plans, but I'm definitely still interested in
solving this problem at some point -- I don't like being dependent on a single
payment processor, even aside from the fact that it's paypal. :-/

A somewhat off the wall suggestion which may not be feasible when you look into the details: I've recently been looking at Google Checkout, and although it only supports the US and the UK for general purposes it does say that merchants in Canada can use it to sell apps on Android Market, so maybe an Android app that is also a tarsnap subscription?
