No.  The --keep-newer-files option will almost do what you want, but if you kill
tarsnap halfway through extracting a file it won't finish the file on the next
pass (because it will see the file and think that it was already done).

I should probably add a --resume-extract option which only skips files if their
metadata matches the archive.
