To store the metadata about the backups, yes. ;) It's not storing the backups themselves there, just data about which blocks are part of which set.

Tarsnap can get that info from the cloud if it needs it, but it's a lot of work for what's basically housekeeping, so for most cases it's better to keep a local copy. Hence the cachedir.
