Judging by your email address, I presume you're in the UK... the speeds you're
seeing are a bit slower than typical but not dramatically so. If you extract
archives (or different parts of the same archive, for that matter) in parallel
you should be able to get more bits through.
(The technical details: Tarsnap extracts are currently latency-limited since
Tarsnap needs to read each block before it can figure out which block needs to
be fetched next. I'm hoping to have this fixed in the next version of the
Tarsnap client code.)
