Yes it's related to the EC2 outage. No it's not just a matter of restarting
the service or changing an IP address; I'm regenerating cached state since
there's a (slim) possibility that the outage resulted in said cached state
getting mangled.
More details in the email I just sent to tarsnap-announce, which I'm about
