Is that "pixels are either 100% transparent or 100% opaque"?  That would
look even worse for the Tarsnap logo, since the rounded edges wouldn't
work properly.

Well, from what I've read: .ICO is basically a wrapper around a BMP or PNG (Vista and later) image, so it would have the same support they would have. (For BMP, that seems to mean it depends a bit on the color depth you are using, if I'm reading things correctly.)

It also is basically the same format as Windows uses for cursors (there is a section of the header that's changed to store the cursor hotspot), which would require decent transparency.
