please test tarsnap 1.0.26

Hi all,

Version 1.0.26 of the Tarsnap client code is ready for testing.  You can find it
at https://www.tarsnap.com/download/tarsnap-autoconf-1.0.26.tgz, and the tarball
has SHA256 hash ddaad35ee2b05e272a871b40ff652956abc76434678d72881c94fcc538854174
right now.  (If I upload a new tarball to fix things, I'll send another email to
this list with an updated SHA256 hash.)

Please download/build/run on all your weird systems and let me know if I managed
to break anything between 1.0.25 and 1.0.26.

The key changes in the 1.0.26 client code are:
* Fixes to bandwidth limiting using the --maxbw-rate options
* A change to the Tarsnap client-server protocol to avoid situations where the
Tarsnap server would otherwise drop connections
* Fixes to the build code to make --enable-sse2 work on i386 systems which have
SSE2 support
* Fixes to the build code to support out-of-tree builds
* Tarsnap now tolerates leading whitespace in configuration files
* Various improvements to the tarsnap(1) man page.

Assuming no major problems are reported, I'm aiming to push this release out for
Christmas.
